Axios, citing anonymous US and Russian officials, said the 28-point framework draws from President Donald Trump’s 20-point Gaza ceasefire blueprint, which was agreed to by Israel and Hamas last month following more than two years of intense conflict in Gaza.
The draft reportedly revolves around four main areas: achieving peace in Ukraine, security guarantees, broader European security, and the future of US relations with both Kyiv and Moscow.
Key details on how the plan would resolve core disputes—including control of territory in eastern Ukraine—remain unclear.
A US official told media that Trump’s envoy, Steve Witkoff, is leading the initiative and has engaged in extensive talks with Russian envoy Kirill Dmitriev, who reportedly spent three days meeting with Trump’s team in Miami in late October.
A White House official said Trump believes “there is a chance to end this senseless war if flexibility is shown,” adding that US officials have begun briefing European partners on the emerging proposal.
