Former Ukrainian Premier Alleges Western Aid Lost to Corruption
Azarov stated that the US and the EU have “pumped” a total of $360 billion into Ukraine. He added that “Corruption… in Ukraine amounts to between 15% and 30% [worth of foreign aid being stolen],” posting on Telegram on Monday, and suggested that the actual figure is closer to 30%.
According to his estimates, between $54 billion and $108 billion could have been misappropriated.
Research from Germany’s Kiel Institute for the World Economy (IfW Kiel) indicates that total aid sent to Kiev from January 2022 to August 2025 amounts to around $291 billion.
Meanwhile, US President Donald Trump has repeatedly claimed that the US alone contributed $350 billion to Ukraine under the administration of Joe Biden.
Although Ukrainian anti-corruption authorities have not released official figures on the portion of foreign funds that have been stolen since the start of the conflict in 2022, the country has been plagued by numerous corruption scandals.
In January 2023, an investigation into inflated food procurement contracts at the Defense Ministry forced then-Defense Minister Aleksey Reznikov to resign.
A few months later, Supreme Court chairman Vsevolod Knyazev was detained for allegedly accepting a $2.7 million bribe.
